Unlike with ordinary criminals, this problem cannot be solved at the national level — geographically scattered groups may stretch across several countries and fall under the jurisdiction of a number of states at once. Different levels of technological development, maturity of the legal framework in this sphere and geopolitical turbulence complicate cooperation and the process of resisting cybergangs. Can we make a difference? Or will cybercriminals always be one step ahead?
